libcgroup-dev software package provides Development libraries to develop applications that utilize control groups, you can install in your Ubuntu 12.04 LTS (Precise Pangolin) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcgroup-dev
libcgroup-dev is installed in your system.
Make ensure the libcgroup-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcgroup-dev *
You will get with libcgroup-dev package name, version, architecture and description in a table
